Suitably qualified candidates are invited to apply to fill the post of Director, Research, Statistics and Data Analytics Department (RSDAD), at the Eastern Caribbean Central Bank (ECCB), headquartered in Basseterre, St Kitts. The successful candidate will be based in St Kitts and will be hired initially on a two (2) year contractual engagement with the opportunity to renew or transfer to the permanent establishment based on performance.

APPLICANTS MUST HAVE THE FOLLOWING:
QUALIFICATIONS AND EXPERIENCE:
- A PhD or advanced degree in Economics or Econometrics;
- At least 10 years of experience in a leadership position in a policy or academic environment;
- A record of publication;
- Experience in public policy would be an asset; and
- Progressive career growth in the area of Economics and/or Finance.

JOB SUMMARY:
The RSDAD is one of three policy departments within the ECCB. The Department has an established leadership role in the execution of research, compilation of statistics (monetary, real sector, external sector, prices) design of policy initiatives and providing support to cross departmental research projects.
The Director RSDAD is a senior management position within the organisational structure of the ECCB. The Director reports directly to the Chief Director, Policy and will have four broad areas of responsibility including:
- Provide thought leadership and mentorship of the team;
- Development of a research strategy and execution of the research agenda;
- Representation of the research team and the ECCB at various levels; and
- Effective communication and dissemination of research outputs.
JOB DUTIES:
Job responsibilities include but are not limited to:
- Oversee the strategic direction and execution of the work programme of the RSDAD (including data collection, statistical compilation, research and analytics).
- Create/support an environment and culture that enables the research team to work collaboratively (where necessary), flexibly, efficiently in a manner that allows for focused time on research goals and projects.
- Oversee planning, implementation and delivery of both long term and rapid response research projects.
- Develop and implement capacity building initiatives to enhance analytical, quantitative skills, modelling capabilities, and application of statistical methodologies to ensure effective execution of the Bank’s research agenda.
- Identify and engage external/internal experts or mentors who can support the research team on research and statistical methods where needed.
- Engage internal and external stakeholders on issues of import to the effective execution of the work programme of the Department.
- Oversight of the planning and execution of annual internal and external engagements. including participation of other central banks, academics, Statistics and Policy Units and other stakeholders in ECCU member countries for the dissemination of the Department’s research.
